The Single Trade Window (STW) is a key component of the 2025 UK Border Strategy, and our ambition for the UK Border to be the most effective in the world.

The STW will provide a single digital gateway into Government for traders to complete their import, export and transit requirements. This will transform the customer journey - which currently involves inputting information to multiple systems – and benefit business by reducing the administrative costs of trade. The STW Programme was added to the Government Major Projects Portfolio (GMPP) in May 2021, and involves close working across numerous Government departments and agencies to deliver a joined up customer experience.

The Programme is based in HMRC, but takes a cross-department approach to its teamwork and governance, as well as working with external stakeholders to understand customers’ needs. The Programme also brings together a wide range of professions to deliver outcomes, including project delivery, policy, strategy, legal, data, technology and operational expertise.


Job description

The post holder will be accountable for building effective and collaborative relationships with a wide range of internal and external stakeholders, as well as leading STW Business Readiness activity. They will bring their experience of working in and alongside major programmes as they develop excellent communications & engagement plans & products that convey the complex totality of STW in understandable, accurate and practical terms; in doing so, helping external and internal partners get ready for and maximise the use of the STW.

Responsibilities include:


● Lead business readiness activity across HMG and externally, working with a complex and diverse range of stakeholders to support the iterative delivery of STW.
● Develop and successfully implement the overarching Programme stakeholder engagement strategy, including building and maintaining strategic relationships with multiple stakeholders across Government, Industry & Business.
● Ensure effective communication with key programme stakeholders and senior Sponsors / SRO and broker relationships with stakeholders within and outside of the Programme.
● Lead the business readiness and stakeholder engagement teams, providing guidance and directing their workload activities to ensure timescales and requirements are met.
● Lead the People strand of the programme including;
● Resourcing by identifying skill requirements at all stages of the project.
● Recruit resources within budget constraints, oversee effective deployment of resources.
● Developing capability and fostering innovation.
● Diversity & Inclusion – clearly demonstrate the creation & development of an inclusive workplace culture, increasing the capability of teams, and supporting the departments D&I objectives.
● The ability to engage, motivate and coach others. To act as a role model and inspire and empower others.
● Through your leadership approach, creating a professional, positive and collaborative environment that encourages success and supports colleagues in achieving their individual and collective goals
● Being an active contributor to the STW Senior Leadership Team, and as a senior civil servant embracing the opportunity to make a wider leadership contribution across HMRC and the Civil Service.
