About Customer Compliance Group (CCG) and Mid-Sized Business Compliance (MBC)

HMRC’s Customer Compliance Group (CCG) is larger than most government department with c.25,000 colleagues in locations across the UK. It is at the heart of our transformation and is responsible for delivering the department’s high-profile and reputation-critical compliance activities. CCG has unparalleled scale, breadth and impact within HMRC and is also involved in critical cross-Government initiatives and priorities.

Tax evasion and avoidance, fraud and organised crime are among HMRC’s most high-profile issues. They require both internal and external engagement along with proactive management of the with their operations and policies. CCG is also responsible for HMRC-wide and cross-Government initiatives, requiring co-operation, influence and engagement beyond the department.

Mid-sized Business (MSB) delivers HMRC’s compliance work for businesses with an annual UK turnover of £10M or 20+ employees. There are approximately 170,000 Mid-sized businesses in the UK.

Job description
We work with our customer base to improve compliance, tackle avoidance and evasion, whilst offering support to growing businesses. Through tailored customer engagement and risk-driven compliance, we address complex tax issues using tax specialist teams. We use data and customer insight to target support to rapidly growing businesses.

The role will be part of the MSB Risk & Regime Corporation Tax (CT) team which handles MSB CT strategic risk approaches for the population of MSB.

We are looking for people with energy and passion to lead and support resolving tax disputes ranging from customer error through to avoidance, evasion and criminal attack. You will work as part of a multi graded compliance team, where you will be fully trained to manage your own caseload of compliance cases.

This is an exciting opportunity to lead on the strategic compliance response for some of our most complex customers. As a Tax Risk Manager – Loss Carry Back Specialist, you will:

• Liaise with various parts of CCG and wider HMRC to establish the level of risk within the population.

• Support others as part of a multi-grade team.

• Coordinate the strategic response to any risk utilising a wide range of different methods to ensure a that the risk is addressed

• Work on triaging repayment claims received as part of the loss carry back legislation.

The role is predominantly focussed on addressing the risk around loss carry back but as part of this role you will get involved in helping to develop new ways of working to support HMRC’s high level objectives. You may also get involved in wider strategic risk work where it impacts on any part of the loss carry back elements.

As well as a strong technical background you will also need to deliver the strategic response to the risk so good communication skills will be needed as you will need to work with many parts of CCG and HMRC.

Responsibilities
Essential Criteria

As a Tax Risk Manager – Loss Carry Back Specialist, you will play a key role in the way we operate across the entire business area. You are required to demonstrate experience of the following within your application:

• Experience of leading on and dealing with complex Corporation Tax matters.

• Strong attention to detail and experience of utilising complex tax legislation.

• Excellent communication skills, a confident verbal communicator and ability to build relationships

• The ability to make robust evidence-based decisions.

• Engaging effectively with specialist advisors across the team and wider business to deliver agreed objectives.

• Flexibly adapting to changes of priority and undertaking a variety of work as required.


Additional Requirements and Qualifications

Applicants must hold TSP or predecessor qualifications (TPDP, IDP, ITS2, CPT, FT2) OR one of the following qualifications:

• Chartered Tax Adviser (CTA)

• or a Consultative Committee of Accountancy Bodies membership qualification e.g. Institute of Chartered Accountant of England & Wales (ICAEW)

• Accountants in Scotland (ICAS) Institute of Chartered Accountants Ireland (ICAI)

• Chartered Institute of Public finance Accountancy (CIPFA)

• Chartered Institute of Management Accountants (CIMA)

• Association of Chartered Certified Accountants (ACCA)

• Holders of an Advanced Diploma in International Taxation (ADIT)

• Post Graduate full legal qualification in taxation matters

• Higher Officer Tax Training (Head of Duty Routeway, Level 4 Tax Apprenticeship, BDDP, ITS1, TSP Stage 1 or similar)

Desirable Criteria

• Experience using or applying Corporation Tax losses legislation.

• Experience of where you have implemented legislation into a practical setting.


Additional Information

• Travel and overnight stays may be required across the UK.

• Completion of e-Learning relating to policies. Attendance at various technical workshops as and when deemed necessary.
