Summary

The Deputy Director, Performance and Risk, is a critical senior leadership role within the CFO Group. The Performance & Risk team is the centre of excellence for performance analysis and risk management in HMRC, driving capability building in these areas across the Department. It is responsible for developing and producing HMRC’s performance and risk reporting for the Board, ExCom and HMT, and for tracking the Department’s activities against its strategic objectives and associated Key Performance Indicators. The Performance & Risk teams supports ExCom by bringing analytical insight to bear to both help them understand operational performance and to support strategy development and decision making. The team are also at the centre of reporting the Department’s performance to external bodies and the wider public, including HMRC’s Annual Report, quarterly reports to Cabinet Office and external publications of performance data and narratives. This is a fantastic opportunity to join HMRC in a high-profile leadership role at a very exciting time for the team as we support the department in delivering the new Spending Review and continuing its transformational journey.

Job description

Key Responsibilities:

• Owning HMRC’s performance measurement and reporting to the Chief Executive and Board - a monthly cycle of performance analysis and reporting alongside active collaboration with business areas to address performance issues.

• Owning HMRC’s risk management process – ensuring HMRC’s top level risks are identified, assessed, and managed effectively at ExCom level, implementing departmental standards on risk management and developing risk management capability.

• Overseeing and assuring HMRC’s external performance and risk reporting – collaborating across the department and wider to deliver accurate and effective performance publications, particularly the department’s Annual Report, and briefings.

• Collaborating with colleagues across the finance community to support business planning decisions – helping the business develop their performance and risk plans including agreeing HMRC’s performance targets in collaboration with HMT and Cabinet Office.

• Working with colleagues across the finance community to lead the department in transforming our use of Management Information and bringing a more integrated approach to planning, performance and risk.

• Leading a team of around 35 people, including 4 direct reports.

• Playing an active leadership role within Corporate Finance and across the HMRC Finance and Performance community
