Job description

Directly reporting to Director of the Individuals Policy Directorate (IPD), the Deputy Director will lead and deliver a strong technical function that supports Customer Strategy &Tax Design (CS&TD) and wider departmental interests in line with the HMRC strategic objectives.

The role will focus on building a highly expert technical team that maintains and improves the Health of the Tax Administration System for individuals, employers and intermediaries; across Income Tax, NICs, employment status and intermediaries, pensions, charities and savings.

The Deputy Director will provide strong leadership to continue building a proactive and flexible technical community within IPD that combines deep technical expertise with flexible and adapatable skills; working in an innovative, and collaborative way,

Responsibilities and accountabilities include:

• Providing highly visible and strong people leadership across a diverse and geographically spread team, driving performance improvement and technical excellence.
• Building a pipeline of technical tax expertise in personal taxes and reliefs working with recruitment, training and professionalism teams Developing the Organisational model for the technical function across current IPD sites that is well integrated with IPD and the wider Department
• Working across HMRC to link with other technical teams to ensure best practice, developments and intelligence is pooled and shared;
• Working collaboratively with policy and Coronavirus Job Retention Scheme (CJRS) teams to create policies and processes that are technically well designed and operable by customers.
• Actively support IPD wider objectives and the IPD SLT and director
• Leading and Developing team members to enable them to fully contribute to delivering objectives and working flexibly across work areas as required;
• Alongside others, improving the end to end process design around the customer, including understanding the customer journey, where costs arise in the system and compliance risk;
• Developing, and meeting key performance measures and targets for the technical areas for which the jobholder is accountable;
• Contributing to the leadership of HMRC, CS&TD and relevant Regions.
• Leading problem solves to identify root causes of performance issues, involving/supporting policy, compliance and operational owners as required for issue resolution;
• Be the business sponsor of all change that materially alters the technical business and processes;
• Negotiating with key stakeholders what level of resource will be required to deliver outcomes and objectives;
• Taking a pivotal role in reviewing performance across the technical team.
• Provide senior oversight of the more reputationally significant technical cases or policy advice.


Responsibilities
Essential Criteria:
• Direct tax technical trained – jobholder will be required to have successfully completed and passed TPDP, ITS2, CTA or equivalent
• Strong leadership skills with a proven track record of working and leading teams through transformational change
• Experience and understanding of working in a fast-moving policy environment
• The ability to analyse, explain and discuss the interpretation of complex tax technical issues to engage with both the highly qualified internal and external tax professionals, and less knowledgeable stakeholders.
• High level strategic thinking and ability to join up insight from customers, compliance, litigation and policy.
• Understand the requirements of both internal and external customer to ensure a quality service is delivered.
• Proven ability to manage senior stakeholders across a large and complex organisation.

• Experience in personal tax, including Income Tax, National Insurance contributions and Pay As You Earn
