Deputy Director, Base Protection Policy, HMRC, Edinburgh/ London

Job description

As Deputy Director, Base Protection Policy you will lead a team of 23 people based in London and Edinburgh. You will be at the forefront of the development of new UK tax legislation (including the digital services tax) and new approaches in international tax including the work led by the OECD and sponsored by the G20 on the taxation of the digital economy. You will use your knowledge of cross-border corporate taxation to identify areas of risk and opportunities to improve current legislation. You will develop very close working relationships with colleagues in HMRCs Customer Compliance Group (and particularly in our Large Business Directorate, responsible for HMRCs compliance work with the largest multinational companies), with our policy partners in HM Treasury and with key external stakeholders.

The legislation for which you will be responsible includes double taxation relief, distribution and foreign branch exemptions, controlled foreign companies, hybrid mismatches and company residence.

Key responsibilities:

This is a challenging tax and policy professional leadership post in a fast paced and high profile area.
You will:
• Lead and develop a team of 23, based in London and Edinburgh,
• Be responsible for a substantial body of primarily corporate tax legislation, designed to protect the UK tax base and provide the framework for taxing foreign profits of UK companies
• Work in close and effective partnership with HM Treasury to develop policy on the taxation of multinational companies, particularly in a cross border context.
• Work closely with operational compliance colleagues to develop HMRCs strategic response to international compliance work, looking for suitable policy solutions.
• Develop effective and collaborative relationships with key international partners
• Represent HMRC and the UK government in international forums and with senior external stakeholders
• Provide highly visible people leadership and championing staff engagement
• Make a strong contribution to the leadership of BAI (and HMRC more widely) a member of the BAI senior leadership team
